4. Business Process Review
Activities related to the Business Process Review of the Transfer System initiated by the Ministry of Advanced Education and Labour Market Development (ALMD) in 2009-10 involved considerable time and participation by the former and current executive directors in 2010-11. This project entailed a comprehensive review of the transfer system with special consideration for how to improve services to students. Dr. Frank Gelin, now Executive Director Emeritus, served on the Steering Committee which provided advice to the Ministry on the development of its draft Implementation Plan. At the request of the Ministry, Dr. Gelin and Dr. Fleming joined Ministry staff on numerous occasions in consulting with system groups and institutions to gather feedback on the draft plan. After considering the feedback received to date, the Ministry will follow up with a revised implementation plan in 2011-12.
Having considered several ideas generated through the Business Process Review consultations, BCCAT has followed up on three transfer system initiatives to date relating to its specific mandate and role. BCCAT and the Transfer System member institutions have completed a major revision of the Principles and Guidelines for Transfer. Also, system-wide committees facilitated by BCCAT are currently engaged in providing guidelines for the implementation of flexible pre-majors curriculum and transfer credit appeals processes.
