People: Council, Committees, and Staff

A wide range of faculty, administrators, professional staff, and students work to support transfer in BC. The people most closely involved with the work of BCCAT are those who serve on the Council, its committees and sub-committees, institutional contact personnel, and staff members.

Members of the Council are appointed by the Minister and are selected from across the BC post-secondary system to serve the overall best interests of the system. This year, we welcomed six newly appointed members and acknowledged the dedication and contributions of four outgoing members. (A list of new and outgoing Council members is provided below.)

The Council guides the work of five standing committees, each devoted to different aspects of the Council’s mandate.
These committees are responsible for overseeing many of the projects and activities referenced in this report.

The work of the Council and committees is coordinated by a small team of staff members.  This past year brought considerable change for the BCCAT team. First, we said farewell to two long-standing staff members due to retirement:

  • Frank Gelin held the position of Executive Director and Co-Chair of the Council for 16 years. In recognition of his significant contributions to post-secondary education in BC, the Council conferred on him the title of Executive Director Emeritus.
  • Finola Finlay served the Council as Associate Director overseeing articulation and transfer for 14 years. Her collaborative approach and keen understanding of transfer issues were invaluable to the work of the Council.

We are indebted to both Frank and Finola for their extraordinary achievements in support of the BC Transfer System, and we wish them the very best for their retirement years.

Finally, we were pleased to welcome two new staff members to the team:

  • Robert Fleming, formerly Associate Vice-President Academic at Kwantlen Polytechnic University, was appointed as Executive Director and Co-Chair.
  • John FitzGibbon was appointed to the position of Associate Director, Transfer and Articulation. John has a long history with secondary and post-secondary education in BC and, in recent years, managed educational projects in the Middle East.
