The Fall/Winter 2011 issue of Engage provides an update on the consultation regarding “Enabling the BC Transfer System” and a number of other current issues and projects.
On September 30, 2011, the Council convened its 100th meeting since it was first established (in 1989). To commemorate the occasion, four special guests were invited to share their experiences and perspectives on the history of BCCAT. This paper provides a summary of those reflections.
This newsletter describes policy and process steps related to the ability of students to appeal credit transfer decisions in BC Transfer System institutions. The document was developed in consultation with a representative working group drawing members from diverse BC post-secondary institutions. Although appeals policy is exclusively within the purview of autonomous institution, system partners have identified issues in this area that impact student planning and access. This paper presents the key observations of the Working Group and the constituent groups it consulted and suggests possible process and policy steps that might improve students' ability to access a transfer credit appeal process within institutions.

- Following Their Footsteps: What Happens to Students Who Move from Research Universities to Other BC Public Post-Secondary Institutions?

This report uses Student Transitions Project (STP) data to follow 6,143 students who moved from research universities to other public post-secondary institutions in BC between 2007-08 and 2008-09. The report provides information on the institutions and programs that these students move from and to as well as their credential completion rates. The report also identifies a cohort of 20,422 new students admitted to research universities in 2002-03 and follows those who subsequently left the research university to attend another institution and those who returned between 2002-03 and 2009-10.

This final report was developed by the Flexible Pre-Major (FPM) Working Group which met from January to June of 2011. The report is intended as a reference and guide for articulation committees and institutions interested in examining the use of a Flexible Pre-Major as a means of enhancing student transfer. The report provides background information on what a FPM is and how they are being implemented across the province, and it includes a number of forms and charts for easing this process. The report also identifies key issues highlighted by the FPM Working Group in the areas of institutional decision-making and approval, communication, and student advising and offers a number of recommendations in these areas.
