Costs and Benefits: Assessing the costs and benefits of participation in the BC Transfer System
The BC Transfer System (BCTS) is a mature, multi-faceted system that requires ongoing commitments of resources across the entire BC post-secondary system to function effectively. In recent years several trends have arisen in BC post-secondary education that potentially threaten the continued stability of the BCTS. This report looks at specific groups of participants in the BCTS (e.g. articulation committee representatives, registrarial staff, System Liaison Persons), and examines the costs of participating in the BCTS for members of each group, along with the benefits gained from participation. Participation by individuals generates benefits for them and for their institutions, but effective ongoing participation requires financial and institutional support. The report concludes with recommendations for actions to support the continued well-being of the BCTS.
