Laddered credentials allow learners to progress from smaller credentials into larger ones while avoiding coursework duplication and have become an increasingly visible feature of British Columbia’s post-secondary landscape. However, because laddered programming operates across institutional boundaries, governance structures, and regulatory frameworks, it is not uniformly defined nor consistently documented. This report provides a structured environmental scan of laddered credential activity across BC’s public post-secondary system with the aim of clarifying where laddering is most developed, how it functions, and where gaps or opportunities may exist.
