Dr. Robert Fleming to step down after 16 years as BCCAT Executive Director & Co-Chair

After 16 years at the helm of the BC Council on Admissions & Transfer (BCCAT), Dr. Robert Fleming will be retiring from his position of Executive Director and Council Co-Chair as of December 2025.

Throughout his term, Rob has moved BCCAT forward to increasingly streamlined technologies, system-wide research initiatives, and strengthened provincial and pan-Canadian collaboration on learner transfer and mobility.

Prior to his appointment in 2010, Dr. Fleming taught English in several post-secondary institutions and served in senior academic administrative roles for over 20 years. Over his career, he has participated in many provincial, national, and international post-secondary initiatives and organizations. His scholarship includes works on literature and composition, curriculum development and review, and post-secondary policy.

While we at BCCAT are sorry to see Rob go, we wish to express our heartfelt thanks for his leadership and contributions to the work of BCCAT and to the transfer system as a whole.

Mike Winsemann appointed as Interim Executive Director, BCCAT

As a follow-up to the announcement about Dr. Fleming’s decision to retire from his role as BCCAT’s Executive Director & Co-Chair, we are pleased to announce the appointment of Mike Winsemann as the Interim Executive Director and Co-Chair of BCCAT.

During Mike’s 21 years of service at BCCAT, he has overseen major advancements in BCCAT’s transfer technologies, from the launch of BCTransferGuide.ca and the development of the Transfer Credit System (TCS) to the expansion of the BC Transfer Guide and numerous TCS technology initiatives.

In 2018, he was appointed Director, Transfer & Technology, expanding his role to include overseeing all matters related to transfer and articulation. Mike is a frequent presenter on best practices in technology and student mobility.

He has been with BCCAT since 2004 and has a Masters degree in Leadership from Royal Roads University.

Mike will assume his new duties effective December 15, 2025, and will serve in the interim position for up to one year until such time that a permanent appointment will be made.
