a) Principles and Guidelines for Transfer

The Principles and Guidelines for Transfer is the primary framework document of the BC Transfer System; it describes the core principles that guide policy, process, and decision-making throughout the system. Key values are transparency, fairness, autonomy, predictability, and accountability, built upon trust between system partners.

Since it was originally written in the mid-1970s, Principles and Guidelines has occasionally been updated but never revised comprehensively until this year. One recommendation of the 2009 business process review by the (then) Ministry of Advanced Education and Labour Market Development was that BCCAT undertake a thorough revision to make the
Principles and Guidelines document more accessible to students and reflective of their needs.

The framework was revised by the Principles and Guidelines Working Group, a sub-committee of the TAC. At its May 2010 meeting, the Council adopted the revised version on behalf of the BC Transfer System.
